Ley says Labor's climate targets are unachievable because Australia is cutting emissions twice as fast as the developed world.
"In order to get to the 2050 target we will have to double that again. So what that will cost has been estimated, well, it's $75 billion so far. It's estimated to be over $500 billion just to get to the 2035 target," Ley says.
"Meanwhile, you've got emissions flatlining, power prices going up and a country where we don't make things anymore," she says.
Asked how the Liberals would reduce power prices, Ley says, "we need to step on the gas".
While the commonwealth will foot the bill for the NCCC, states and territories will be responsible for funding changes to their own systems that will need to be connected to it.
Jim Chalmers has been asked whether the federal government will consider extending energy rebates for households.
The prime minister hasn't closed the door to potentially extending the government's energy rebates in an interview with The Daily Telegraph.
"They were always designed to taper away. Now we will evaluate them, before each budget update, including the budget update later this year," Chalmers says.
"They are an important way to provide some cost-of-living relief. But not the only way we're providing cost-of-living relief," he says.
Treasurer Jim Chalmers has been quizzed at the press conference as to when the federal government will reduce energy prices as promised.
"The best way to get downward pressure on electricity prices is to invest in that cleaner, cheaper, more renewable, more reliable energy and that's what we are doing," Chalmers says.

Chalmers says the Liberals have chosen the path of "economic self-sabotage", and are proposing higher energy prices and less investment in the country.
The treasurer says the Liberal party's announcement will push power prices up and would make things worse.
He says treasury modelling shows the the best outcome for the country is an orderly transition to renewable energy and net zero.
"This is not some temporary phase that they're going through. This is not some temporary lurch to the right. Over recent years, this Coalition has become a party of extremists and Australians would pay a very hefty price for that extremism," he says.

Dan Tehan has been asked how the Liberals will build or extend the life of existing coal-fired power stations before the old ones retire.
"What we have said is that we will have a technology-neutral, affordable energy scheme so that there will be existing generations supported with modest and targeted underwriting, like what is occurring but only occurring for wind and solar under the Labor party," Tehan says.
Pressed on who will pay to extend the life of those coal-fired power stations, Tehan says the Liberals would support existing power stations with "modest and targeted underwriting".
He says it will be funding through the existing Capacity Investment Scheme, which is used to fund renewable energy projects.
"We are very, very confident that by bringing all of Australia's natural resources to this equation, that we will be able to put downward pressure on energy," Tehan says.
Asked how he would do that, Tehan says the Liberals would support a gas reservation scheme on the east coast and that there are annual releases of gas acreage.
"Everything we will do will be about making sure we're stepping on the gas and making sure that we can bring that into the system," he says.
Energy and Climate Change Minister Chris Bowen says climate change deniers have won the battle over energy and climate policy in the Coalition.
One of the key policies the Liberals outlined yesterday is that the party would remain committed to the Paris Agreement, but repeal emissions reduction targets introduced by Labor.
The minister says it is not possible to remain in the Paris Agreement and remove those emissions reduction targets from legislation.
"I've seen Mr Tehan and Ms Ley asked about this, and their answers, with all due respect, haven't been coherent as to how you could justify staying in the Paris Agreement but not having any long-term targets," he says.
Wilson, a moderate who won the Melbourne seat of Goldstein back at the last election after he was voted out in 2022, is a vocal supporter of the Liberals retaining a policy of reaching net zero.
"When I talk to colleagues, they reflect the concerns that their members, or I should say their communities, have … and they say, as we have, Australians deserve affordable energy and responsible emissions reduction," Ley says.
"If contracts are on foot, of course we're not going to undo contracts," she says.
She says energy prices at the moment are too high and Australians are struggling with the cost of energy bills.
Pressed on how the Liberals will win back city seats by going the opposite direction on climate change, Ley says she also cares about climate.
"We've got this trifecta of energy failures that we're facing right now under Labor — prices are going up, energy reliability is going down and emissions are flatlining," Ley says.
She says the Liberals will reduce emissions on average year year-on-year in line with comparable countries "as far and as fast as technology will allow".
Health Minister Mark Butler weighs in to the Liberal Party's decision to dump net zero.
Butler, on Channel Seven, says he can't believe the party is back at this point and says the decision to dump net zero is demonstrative of "extraordinary environmental irresponsibility".
He says it will send a terrible message to Australia's Pacific neighbours, for whom climate change is an existential threat.
"The extraordinary thing about yesterday was the depth of economic irresponsibility," Butler says.
Asked if she's worried the Liberals are losing their identity, Ley has rejected that assertion and says that it's all commentary and that she's interested in fighting for Australians.
"Because I see it in the eyes of my children and grandchildren. Right now, they are set to inherit a worse standard of living than the generation before them. And that is just not fair," Ley says.
The Liberals have officially dumped net zero and have vowed to repeal Labor's emission reduction mechanisms.
Ley has started by saying she's "feeling determined".
Asked if that includes increasing Australia's reliance on coal, Ley has sidestepped the question but it would be "crazy" to prematurely close coal fired power stations.
"Nuclear does make sense, by the way. We're going to have nuclear powered submarines in this country," Ley says.
"We believe in renewables in the right place, but we also believe firmly in affordable energy Australians," she says.
Liberal moderates are split on whether they can sell the party's "compromise" climate policy, with several warning city voters cannot be won without a firm net zero commitment.
A majority of the party has backed scrapping the 2050 target and while many Liberals who wanted to keep net zero say they are happy with the position the party has landed on, some despondent moderates fear electoral oblivion in metropolitan seats.
